Bloomberg donating $100M to help fight polio

(AP) ? New York Mayor Michael Bloomberg has pledged $100 million to help the Bill & Melinda Gates Foundation and others to fight polio around the world.

The Seattle-based Gates Foundation said Bloomberg was set to announce the donation to the Global Polio Eradication Initiative on Thursday. That organization has a six-year plan to eliminate polio.

Polio is a vaccine-preventable disease that has been eradicated in most countries, but it still causes paralysis or death in some parts of the world, including Nigeria, Pakistan and Afghanistan. India was declared polio free in early 2012.

Fewer than 225 people had polio in 2012, the Gates Foundation said.

"It's unthinkable that polio still exists in the world when we have the tools and technology to protect children from this preventable, debilitating disease," Bloomberg said in a statement.

Bloomberg makes donations through his own foundation, which focuses on public health, the environment, government innovation, the arts and education. His website says he has donated $2.4 billion to a variety of causes over the years, including $330 million in 2011.

Bloomberg said in a written statement that his donation to help fight polio is a result of collaborations between Bloomberg Philanthropies and the Gates Foundation in the field of global health. Eradicating polio is one of the Gates Foundation's top priorities.

The two foundations have also worked together to reduce tobacco use, and to offer family planning services and modern birth control to women around the world.

The Global Polio Eradication Initiative also includes the World Health Organization, Rotary International, the U.S. Centers for Disease Control and Prevention and UNICEF.

EU blocks Ryanair takeover of Aer Lingus | Buying Business Travel

The European Union has formally blocked Ryanair?s latest attempt to take over its Irish rival Aer Lingus.

Ryanair earlier this month revealed that the EU?s competition regulator was set to block the proposed ?694 million hostile bid for Aer Lingus. Ryanair has already announced its intention to appeal against the decision.

The European Commission today (February 27) formally confirmed that it would not approve the takeover, which is the second time it has blocked Ryanair from buying the whole of Aer Lingus.

EU Competition Commissioner Joaquin Almunia said in a statement: ?The commission's decision protects more than 11 million Irish and European passengers who travel each year to and from Dublin, Cork, Knock and Shannon. For them, the acquisition of Aer Lingus by Ryanair would have most likely led to higher fares."

Alumina also said that Ryanair?s proposals to deal with competition fears should the takeover be allowed did not go far enough.

?During the procedure, Ryanair had many opportunities to offer remedies and to improve them. However, those proposals were simply inadequate to solve the very serious competition problems which this acquisition would have created on no less than 46 routes," added Alumina.

Ryanair had reached agreements with Flybe and British Airways about taking over some of the affected routes. But these were not enough to persuade the EU to grant permission for the takeover.

Ryanair spokesman Robin Kiely said: "At a time when airlines in Europe and further afield are merging to form bigger competition champions (witness American Airlines' merger with US Airways last week and Emirates' recent strategic joint venture with Qantas), the EU Commission has yet again set back competition and choice in Europe while delaying much-needed consolidation."?

Flybe added in a statement. "Flybe is disappointed by the commission's announcement and remains firmly of the view that the proposed remedy - whereby Ryanair would transfer a number of aircraft and operating routes to Flybe - would have afforded credible and robust competition, including new jobs and bases in Ireland."

But Aer Lingus welcomed the EU's decision and said that "Ryanair's?offer should never have been made".

CEO Christoph Mueller added:"The series of inadequate remedy offers presented by Ryanair only underlines the view that Ryanair made its offer without any reasonable belief that it could obtain clearance."

The European Commission gave the following reasons for the blocking of the takeover:

  • On 28 routes the proposed merger would have created an outright monopoly.
  • On 11 further routes, the only alleged competitive constraint to the merged entity would have come from charter airlines. However, this constraint would have remained weak because charter airlines have a very different business model.
  • Finally, on 7 routes Ryanair and Aer Lingus operate alongside other scheduled carriers. In addition to their very high market shares Ryanair and Aer Lingus are very close competitors - if not each other's closest competitors ? on these routes. The reason is that the business model of competing scheduled operators tends to focus on bringing connecting passengers to their own network hubs - typical examples are British Airways (to London Heathrow), Lufthansa (to Frankfurt) and Air France (to Paris Charles de Gaulle) ? as opposed to the point-to-point connections that Ryanair and Aer Lingus offer.

Key House Republican open to immigration changes

The top Republican lawmaker in charge of writing the House version of an immigration reform bill expressed a willingness to offering a path to legality for illegal immigrants already living within the U.S. He stopped short, however, of describing the details of how the provisions would work.

Virginia Republican Rep. Bob Goodlatte, the chairman of the House Judiciary Committee, said on Wednesday he's "open" to re-examing federal immigration laws that currently offer no option for illegal immigrants who seek legality that doesn't involve first returning to their home countries.

"We're open to the idea that the large number of people who are not here lawfully are not a good thing to have," Goodlatte told reporters on Wednesday during a meeting sponsored by the Christian Science Monitor. "Focusing on where we can find that common ground on legal status would be a good step."

The House and Senate are currently crafting proposals to overhaul federal immigration laws, taking early steps for what is expected to be a months-long legislative process. In January, a bipartisan group of senators outlined a series of principles they hope will guide the process in the upper chamber, and Goodlatte said he was meeting regularly with a similar bipartisan group in the House. The judiciary committees in both the House and Senate are conducting ongoing hearings on key parts of the bills, which lawmakers expect to introduce to their chambers by spring with a vote planned by July.

Goodlatte, who worked as an immigration lawyer before joining the House, told National Public Radio in an interview last week that he opposes offering "a path to citizenship" to illegal immigrants as part of a reform package, but he moved to clarify his remarks on Wednesday by saying "we have to" allow "those living in the shadows" to "participate in our society."

"Everybody has a different definition about what a pathway to citizenship is. To me, rather than getting bogged down in semantics, we ought to look at what actually would enable us to find common ground and pass legislation. That's a difficult thing by itself," he said. "There's a broad spectrum between deportation and a special pathway to citizenship to find a way to bring people out of the shadows and give them legal status to allow them to be better able to participate in our society, and we should be focused there and recognize that we have to do that."

While Goodlatte was short on details?he said he wants to give House members more time to learn about and debate the issue?he did say that a robust guest-worker program would be "crucial" for any final bill. For now, he said, it would be better for the debate to continue within the committee.

"Rather than negotiate those concerns in public, I think it's better to let the process work and see what kind of consensus we can develop," he said.

LG says it?s done fighting the ?specs war,? will focus on crafting novel smartphone features

Although it has flown somewhat under the radar compared with the Galaxy S III and the iPhone 5 stealing the show, the Optimus G has been a pretty successful smartphone for LG (006570). The device, which has sold more than 1 million units since its launch in October, has helped LG generate some buzz around its smartphone brand again and has made the company one to watch in the mobile space this year. And after speaking with LG?Global Communications Director Ken Hong at Mobile World Congress this week, I came away very intrigued by LG?s plan to distinguish itself in the always-crowded Android market and to further build on its success with the Optimus G.

One of the most important things I learned from Hong is that LG is really done fighting the ?specs war? and is instead focussed on crafting its own unique smartphone software and services that aren?t available on any other devices. That?s not to say LG will let itself fall behind in terms of having top-notch hardware for its devices, but rather that it will no longer make that hardware a featured selling point.

This is obviously a very smart move because both Apple (AAPL) and Samsung (005930) have demonstrated that consumers aren?t buying specs sheets, they?re buying experiences.

For example, there?s nothing particularly special about the way Samsung has implemented NFC, per se ? it?s more that the company has figured out a clever way to demonstrate its ability to enhance user experience in a way that?s readily understandable. So instead of showing how Samsung?s NFC phones can be used for mobile payments, the company decided to demonstrate how easy NFC makes it to share pictures, videos and song playlists with your friends.

LG thinks that it can have similar success if it not only crafts smart marketing messages for its devices? capabilities but if it also actually takes the time to create desirable new features that can?t be found on other devices. Two of the new features that LG showed off at MWC this week were incredibly encouraging and they showed that the company has a firm grasp of how smartphones can enhance users? lives.

The first feature is a very simple but very nifty Dual Recording function that takes advantage of the large screen on LG?s new Optimus G Pro ?phablet.? Basically, the feature lets you record one video using both the front-facing and rear-facing cameras so you can have a video of your face in a smaller box on the corner of the screen while the rear-facing camera captures most of the action that occurs on the rest of the screen.

To understand the practical use for this, consider a journalist using it to conduct a video interview where viewers can see both the interviewer and the interviewee on split screens. Or imagine someone making a video of themselves touring historic sites and showing their own face on the screen to give their real-time reactions to what they?re seeing. As I said, it?s not an enormous, game-changing feature but it is a very cool one all the same.

The other feature that LG showed off during MWC has significantly more potential to be a key application in the coming years: Basically, LG has started creating a unique calling app that?s aimed at taking advantage of the higher data capacity that will be afforded by Voice over LTE (VoLTE) technology.

What does this mean? Well, imagine talking with someone on your speaker phone while simultaneously writing a note or drawing a picture on your screen that will instantly appear on the other person?s display. Or imagine being able to share pictures and videos instantly with another person on their smartphone all while you?re still talking with them on the phone. With voice becoming just another data stream sent over LTE, it becomes possible to transform business phone calls into highly productive discussions where users can visually share concepts and ideas with one another directly, all using the same application.

The bottom line is that with Samsung thoroughly dominating the Android smartphone market right now, rival manufacturers such as LG are going to be working like gangbusters to come up with unique ways to deliver value to their customers on mobile devices. Now that the specs wars are winding down, the application and experience wars seem to be gearing up.

I can?t speak for anyone else, but I find the latter battle to be significantly more exciting and interesting than the former.

(AP) ? Syrian activist Yashar hopes the security agents who tormented him during five months of detention will one day be put on trial. In detention, he says, he was locked naked in a tiny box for a week, beaten daily during marathon interrogations and blindfolded for 45 days.

A whole range of groups have accelerated a campaign to gather evidence of war crimes including torture, massacres and indiscriminate killings in the Syrian regime's war against rebels, hoping to find justice if President Bashar Assad falls. Some talk about referring the cases to the International Criminal Court or forming a special tribunal, but many in Syria hope that it's all laid out in the country's own courtrooms.

"I want to take my case to a Syrian court and a Syrian judge who will put my torturers in the same jail where I was held," Yashar, 28, told The Associated Press. He declined to give his full name for security reasons.

Some 70,000 people have been killed and thousands of others maimed, injured or missing in Syria since the uprising against Assad began in March 2011, according to the United Nations. Both the U.N. Human Rights Council and the Independent International Commission of Inquiry on Syria have published multiple reports documenting crimes committed during the civil war, including the slaughter of more than 100 civilians in the central region of Houla last May blamed on pro-regime militiamen.

A recent U.N. report accuses both sides in the war of atrocities but says those committed by rebel fighters have not reached the "intensity and scale" of the regime's.

The amount of data is massive, and the challenges are immense. The Syrian government has not given permission to the U.N. commission to visit Syria and has largely closed the country to independent journalists, further complicating the work of rights groups.

Even so, groups of determined Syrian activists continue quietly to collect the evidence.

One group, the Violations Documentation Center in Syria, has documented 49,763 deaths excluding soldiers, 35,508 detentions and 982 people missing in lists that include the name of the deceased, status, the region they come from, date of death and cause of death.

Razan Zaytouni, the general coordinator, said the group collects its material through interviews with families, eyewitness accounts and activist videos as well as photos documenting evidence of beatings, torture and other violence.

Among the difficulties her group and others face is getting people inside Syria to come forth, particularly in Damascus where the regime is still strong, and obtaining evidence that would stand up in court.

"All these lists and information would serve two purposes in the future," Zaytouni, who has been living in hiding since shortly after the uprising began, said via Skype. "First is to prosecute the criminal regime and second to keep our country's collective memory and history alive through videos, photos and names."

Representatives from Zaytouni's group along with others doing similar work held a meeting in Turkey last month during which they launched the National Preparatory Committee for Transitional Justice, tasked with collecting all the dates and information available from all the groups.

"Collecting evidence in Syria is now being done by activists, and there is a need for practitioners to categorize the crimes," such as torture, rape, arbitrary arrest and random shelling, said Radwan Ziadeh, the Washington-based director of the Damascus Center for Human Rights Studies.

David M. Crane, a former prosecutor at the Sierra Leone tribunal, which indicted former Liberian President Charles Taylor in 2003, said among the challenges is the multitude of inexperienced activists collecting a flood of evidence in an uncoordinated way.

To help with building a case for a future prosecutor, Crane created an organization called the Syrian Accountability Initiative.

"We have mapped the entire conflict, we have built a crime base and we have actually sample indictments for whoever will get the case, be it a Syrian or international prosecutor," said Crane, an international law professor at Syracuse University in New York state. He said that the information is being shared with the International Criminal Court, the United Nations and the Syrian opposition.

On Feb. 18, U.N. investigators called on the Security Council to refer Syria to the International Criminal Court. Because Syria is not party to the Rome Statutes that established the ICC, the only way the court can investigate the situation is if it receives a referral from the Security Council, which has been paralyzed by divisions when it comes to Syria.

Some Council members argue that such a move would further encourage Assad's regime to dig in and resist to the end.

Syrians themselves disagree on whether to go to the ICC to prosecute those responsible for atrocities or resort to domestic prosecutors.

"We know that international courts are not that neutral and politics play an important role in the process ... but it is still less negative than local unqualified courts," said Zaytouni. "We watched the comedy of trials of officials in Iraq. Such trials would never help in enforcement of the principles of justice," she said.

Experts say Syrians have several options, including taking after the model of the Special Court for Sierra Leone, which last year sentenced Taylor to 50 years imprisonment for war crimes and crimes against humanity for aiding and abetting murderous rebels.

Other international tribunals have been less successful, including the U.N.-backed Special Tribunal for Lebanon that is still investigating the 2005 assassination of former Lebanese Prime Minister Rafik Hariri. Eight years following Hariri's assassination, the tribunal has indicted only four people in the case and they are at large. And even though an international court sought Sudanese President Omar al-Bashir's arrest on charges of war crimes in Darfur, he has not been shy about traveling abroad.

More recently the paths taken by Egypt and Libya following their own revolutions have not been encouraging.

In Libya, Moammar Gadhafi was captured and killed by the rebels fighting to topple him, complicating the transition to democracy. A year on, bitterness and rage lingers and Libyans are settling old scores themselves in vigilante justice.

In Egypt, there is little confidence in the post-revolution system now trying former strongman Hosni Mubarak.

"The first thing the Syrian opposition needs to do is secure freedom and control of the country and take their time to build their structures over the next year or two, and then prosecute," Crane said. "They don't have to prosecute immediately."

Yashar, the activist, says Syrian intelligence agents beat him up and then dragged him from a public garden in Damascus before jailing him for five months. But he is waiting for Assad's fall before he gives his testimony to one of the activist groups, fearing retribution against him and his family. He believes it's important for Syria's reconciliation process to see justice served by Syrian courts.

"I want justice, but I do not wish to see my torturers tortured like I was," he said.

Year after Trayvon Martin's death, ?stand your ground? survives

One year after 17-year-old Trayvon Martin was shot and killed by an armed neighborhood watchman, setting off a national debate about race and gun laws, the campaign to change state self-defense laws in Martin's name has petered out.

George Zimmerman, the neighborhood watch volunteer facing second-degree murder charges, said he shot Martin in self-defense last Feb. 26 after he decided to follow him in the Sanford, Fla., gated community because Martin looked suspicious. Zimmerman called the police and then approached Martin, and they ended up in a physical fight. Zimmerman, saying he feared for his life, then shot Martin. He was not charged with a crime for several weeks, and his defense attorneys argue he's immune from prosecution under Florida's "stand your ground" law.

The incident led immediately to scrutiny of the law, which is on the books of 20 states in various forms. Basically, "stand your ground" says that people can use lethal force against an attacker without first attempting to retreat if they have reason to fear for their lives. Most states already allowed people to defend themselves in this way if they're attacked at home, but "stand your ground" went a step further to cover all public places.

A Tampa Bay Times analysis of 200 "stand your ground" cases in Florida?the law was adopted there in 2005?found that the law has been inconsistently applied, with one man escaping homicide prosecution even though he left an altercation to get his gun from his car, returned and then shot the attacker.

After the Martin shooting and subsequent uproar, a coalition of civil rights groups and New York City Mayor Michael Bloomberg, the nation's highest-profile gun-control advocate, started a campaign, called "Second Chance on Shoot First," to encourage the repeal of these laws. Soon after, Florida Gov. Rick Scott, a Republican, appointed a task force to study the law. Meanwhile, lawmakers in at least four states with "stand your ground" laws introduced legislation to alter or repeal their laws.

But not much has happened since then on the state level. On Friday, the Florida task force released its final recommendations on the law, concluding that it works and should not be repealed. (The task force did recommend that prosecutors and law enforcement officers should receive increased training on the law to make sure it is applied consistently.)

In addition, none of the bills to repeal or change "stand your ground" in other states passed.

However, the conversation started by Martin's death may have served to stop state and federal legislators from passing more permissive gun laws that were in the works, says Adam Winkler, a constitutional law expert at UCLA. For example, a federal bill to allow people with concealed weapons to take them to other states that allow concealed carry died out after passing in the House.

"Trayvon Martin really stalled the move for more permissive gun laws," Winkler said. "Newtown ended it."

He acknowledged that the issue of repealing "stand your ground" has faded into the background.

"It's lost some of its support, unfortunately," Braswell said.

Moments of spirituality can induce liberal attitudes, researchers find

Feb. 25, 2013 ? People become more politically liberal immediately after practising a spiritual exercise such as meditation, researchers at the University of Toronto have found.

"There's great overlap between religious beliefs and political orientations," says one of the study authors, Jordan Peterson of U of T's Department of Psychology. "We found that religious individuals tend to be more conservative and spiritual people tend to be more liberal. Inducing a spiritual experience through a guided meditation exercise led both liberals and conservatives to endorse more liberal political attitudes."

"While religiousness is characterized by devotion to a specific tradition, set of principles, or code of conduct, spirituality is associated with the direct experience of self-transcendence and the feeling that we're all connected," says lead author Jacob Hirsh of U of T's Rotman School of Management.

In three studies, the researchers -- Hirsh, Peterson and Megan Walberg, examined their participants' political views in relation to their religiousness and spirituality. In the first study, they asked 590 American participants whether they identified as Democrat or Republican. In the second study, they measured 703 participants' political orientations and support for the major American and Canadian political parties. The researchers confirmed that religiousness was associated with political conservatism, while spirituality was associated with political liberalism. These associations were in turn due to the common values underlying these orientations: conservatism and religiousness both emphasize the importance of tradition, while liberalism and spirituality both emphasize the importance of equality and social harmony.

In the third study, the researchers recruited 317 participants from the U.S. and asked half to complete a spiritual exercise consisting of a guided meditation video. Those who watched the video were asked to close their eyes and breathe deeply, imagining themselves in a natural setting and feeling connected to the environment. They were then asked about their political orientation and to rate how spiritual they felt. The researchers reported that, compared to those in the control group, participants who meditated felt significantly higher levels of spirituality and expressed more liberal political attitudes, including a reduced support for "tough on crime" policies and a preference for liberal political candidates.

"Spiritual experiences seem to make people feel more of a connection with others," says Hirsh. "The boundaries we normally maintain between ourselves and the world tend to dissolve during spiritual experiences. These feelings of self-transcendence make it easier to recognize that we are all part of the same system, promoting an inclusive and egalitarian mindset."

The researchers hope that these findings can not only advance our understanding of spirituality, but also help future political dialogue.

"The conservative part of religious belief has played an important role in holding cultures together and establishing common rules. The spiritual part, on the other hand, helps cultures renew themselves by adapting to changing circumstances," says Peterson. "Both right and left are necessary; it's not that either is correct, it's that the dialogue between them produces the best chance we have at getting the balance right. If people could understand that both sides have an important role to play in society, some of the unnecessary tension might be eliminated."

(AP) ? The Coast Guard was searching with vessels and aircraft Monday for four family members, including two children under 8, who reported that they were forced to abandon their sailboat because it was sinking south of San Francisco.

The group was approximately 65 miles off Monterey around 4:20 p.m. Sunday when they made a distress call, Coast Guard Lt. Heather Lampert said. Their location initially was reported farther north, but Lampert said investigators using the boat's radio signal and radar now believe the call came in west of Monterey Bay, which is about 100 miles south of San Francisco. The boat did not have a working GPS system.

The boaters said their 29-foot sailboat was taking on water and their electronics were failing.

An hour later, the group reported it was forced to abandon the boat. They didn't have life rafts, so they were trying to make one out of a cooler and life preserver ring, Lampert said.

The Coast Guard then lost radio contact with the group. The Coast Guard has not identified the family, although investigators were able to determine from the broken distress calls that they were a husband and wife, their 4-year-old son and his cousin, Lampert said. The agency has received no missing persons' reports.

The National Weather Service had issued an advisory throughout the weekend warning boaters of strong winds and rough seas around the San Francisco Bay Area.

Mariners "operating smaller vessels should avoid navigating in these conditions," the advisory said.

Lampert said Coast Guard crews searched through the night. A California Air National Guard helicopter was assisting with the effort.

A horrifying crash on the last lap of a race at Daytona International Speedway injured at least 30 fans Saturday and provided another stark reminder of what can happen when a car going nearly 200 mph is suddenly launched toward the spectator areas.

The victims were sprayed with large chunks of debris ? including a tire ? after rookie Kyle Larson's machine careened into the fencing that is designed to protect the massive grandstands lining NASCAR's most famous track.

"I love the sport," said Shannan Devine, who witnessed the carnage from her 19th-row seat, about 250 feet away. "But no one wants to get hurt over it."

The fencing served its primary purpose, catapulting what was left of Larson's car back onto the track. But it didn't keep potentially lethal shards from flying into the stands.

"There was absolute shock," Devine said. "People were saying, 'I can't believe it, I can't believe it. I've never seen this happen, I've never seen this happen. Did the car through the fence?' It was just shock and awe. Grown men were reaching out and grabbing someone, saying, 'Oh my gosh! Oh my gosh!' It was just disbelief, absolute disbelief."

From Daytona to Le Mans to a rural road in Ireland, auto racing spectators have long been too close to the action when parts start flying. The crash in the second-tier Nationwide race follows a long list of accidents that have left fans dead or injured.

The most tragic incident occurred during the 1955 24 Hours of Le Mans, when two cars collided near the main stands. The wreck sent debris hurtling into the crowd, while one of the cars flipped upside down and exploded in a giant fireball.

Eighty-three spectators and driver Pierre Levegh were killed, and 120 fans were injured.

The Daytona crash began as the field approached the checkered flag and leader Regan Smith attempted to block Brad Keselowski. That triggered a chain reaction, and rookie Kyle Larson hit the cars in front of him and went airborne into the fence.

The entire front end was sheared off Larson's car, and his burning engine wedged through a gaping hole in the fence. Chunks of debris from the car were thrown into the stands, including a tire that cleared the top of the fence and landed midway up the spectator section closest to the track.

"I thought the car went through the fence," Devine said. "I didn't know if there was a car on top of people. I didn't know what to think. I'm an emotional person. I immediately started to cry. It was very scary, absolutely scary. I love the speed of the sport. But it's so dangerous."

The fencing used to protect seating areas and prevent cars from hurtling out of tracks has long been part of the debate over how to improve safety.

Three-time Indianapolis 500 winner Dario Franchitti lost close friend Dan Wheldon at Las Vegas in the 2011 IndyCar season finale, when Wheldon's car catapulted into the fencing and his head struck a support post. Since his death, IndyCar drivers have called for studies on how to improve the safety barriers.

Franchitti renewed the pleas on Twitter after the Daytona crash, writing "it's time (at)Indycar (at)nascar other sanctioning bodies & promoters work on an alternative to catch fencing. There has to be a better solution."

Another fan who witnessed the crash said he's long worried that sizable gaps in the fencing increase the chances of debris getting through to the stands.

"I've always thought the netting was very wide and pieces could fly through," said Lenny Brown, who was attending races at Daytona for the fourth time.

"The last time I was here, we were only about six rows up," Brown said. "I had even told some people before the crash, 'I would never sit that close to the track ever again.'"
