Disruption of water delivery could devastate L.A. County economy

An earthquake that shuts down water deliveries from Northern California for a year could devastate the Los Angeles County economy, costing $55 billion and wiping out a half-million jobs, according to a new study.

The research by a team of economists attempts to gauge the effects of a major earthquake disrupting water deliveries from the Sacramento-San Joaquin delta, which provides roughly a quarter of Southern California's water supply.

The report concludes that L.A. County could fairly easily weather a six-month stop in deliveries from the north by ramping up conservation efforts and using reserves stored in Southland reservoirs. But if the California Aqueduct that carries water south from the delta is dry for a year or more, the county economy would suffer severely, the researchers found.

"There are a couple of different ways to deal with this," said Adam Rose, the study's lead author and a research professor at USC's Price School of Public Policy. "Protect the California Aqueduct at its source" and "make us more resilient" by investing in additional regional storage, desalination and other alternative water supply sources, he said.

The study was commissioned by the Los Angeles County Economic Development Corp. and partly funded by several water agencies, including the Metropolitan Water District of Southern California and the Los Angeles Department of Water and Power.

It was released as the state is considering a major redesign of the way it gets water from the delta, which supplies part of the Bay Area as well as the San Joaquin Valley and Southern California. Under the proposal, water would be diverted from the Sacramento River into twin water tunnels running under the delta to pumps that fill southbound aqueducts.

The tunnel project is intended in part to make deliveries less vulnerable to disruption by an earthquake, which could damage delta levees, allowing saltwater to rush in from San Francisco Bay and contaminate water exports.

The researchers used modeling to estimate the economic effect of a loss of Northern California imports for up to three years, assuming the shortages would drive up water rates and restrict local deliveries. They concluded that halting deliveries for a year during a drought could cost the county as much as $55.6 billion in gross domestic product and as many as 550,000 jobs. In times of normal rainfall, a two-year shutdown would cut the county's gross domestic product by $75 billion and about a half-million jobs.

Those losses could be reduced substantially, Rose said, if the residential sector absorbed most of the water shortages, leaving the commercial and industrial sectors relatively unaffected. The economic effect would also be less if water rates did not rise.

The study results differ significantly from a cost-benefit analysis of the tunnel proposal conducted by David Sunding, a UC Berkeley professor of natural resource economics. Estimating the statewide effect of earthquake-related disruptions to delta deliveries, Sunding concluded the economic hit to urban ratepayers would range from $684 million for a six-month outage to $9 billion for a three-year halt.

Sunding "clearly did find significant economic impact as well," said Roger Patterson, assistant general manager of the Metropolitan Water District. "His numbers are much less. This is probably a case of economists needing to compare notes and understand what methods were used."

Scanadu's Scout tricorder and companion app detect what ails you, arrive in 2013 for $150

The quest to create a tricorder began many years ago, when such a device was but a figment of Gene Roddenberry's vivid imagination. However, his vision has crept ever closer to reality in recent years, with many researchers crafting devices capable of gathering human health data and the creation of an X Prize competition to spur further tricorder development.

Scanadu is a company that's answered the X Prize bell and is aiming to bring just such a device to market by late next year for a mere $150. Called Scout, the tricorder is roughly two inches square and a half an inch thick and packs a rechargeable battery, IR , EEG and EKG scanners, plus an accelerometer, Bluetooth radio and a micro-USB port. That hardware, when combined with Scout's companion smartphone app can track a person's heart rate, breathing rate, body temperature, pulse transit (essentially systolic blood pressure) and blood oxygenation.

To gather that data, users first must download the free Scout app and pair the tricorder hardware with their Android, iOS or BB7 handset via Bluetooth. Then it's simply a matter of pinching the device between their thumb and finger and holding it against their temple for ten seconds while the app takes the necessary readings. From there, the app can track your data over the long haul and provide an accurate picture of your health. Prague, Nov 22 (CTK) - Tomio Okamura, fresh senator and candidate for Czech president, is a populist of the new Facebook age, willing to fall as deep as needed and still seemingly be a successful businessman who can understand ordinary people, Jindrich Sidlo writes in Hospodarske noviny (HN) daily Thursday.

Okamura, a 40-year-old tourism businessman, joined the presidential contest after being elected an unaffiliated senator in October.

It has been clear for a long time that somebody like Okamura will appear on the Czech political scene, Sidlo says.

Far-right populist leader Miroslav Sladek and his Republican Party disappeared from politics nearly 15 years ago and his successors from the Workers' Party did not even succeed in becoming members of the regional council in the radical northern Bohemia with their primitive aggressive rhetorics, he adds.

"The attractive position is still vacant," Sidlo points out.

Okamura may even seriously influence the direct presidential election - either its outcome when he may win over voters of leftist candidates Milos Zeman (Party of Citizens' Rights, SPOZ) and Jiri Dienstbier (Social Democrats, CSSD), or by filing a complaint if it turns out that the more than 50,000 signatures supporting his candidacy were not only gathered very quickly but also in special magical ways, Sidlo writes.

In connection with a text praising the idea of communism that Okamura posted on his blog on Tuesday, Sidlo says Okamura may have problems with spelling, keeping to the point and being consistent in his opinions, yet he has perfectly mastered one fundamental part of politics - marketing.

Okamura is happy when somebody starts arguing with him, for example CSSD leader Bohuslav Sobotka, but there is no sense in trying to argue because it is like arguing with an eight-year-old kid, Sidlo writes.

Okamura is very grateful if people curse him because this only helps him on his way to become the king of the Czech political populism, Sidlo indicates.

This time Okamura wrote about communism, next time he will write about something else, whatever it may be, for example about Romanies who should be moved to their own state, Sidlo says, referring to previous controversial statements by Okamura.

If anybody labels Okamura a racist in relation to his views on Romanies, he will object that he himself is of Japanese origin, Sidlo writes.

"Political populists freely moving from the right to the left extreme bear no responsibility for their words: they talk nonsense and wait who gets caught," Sidlo says.

He adds that the populist business is based on permanently raising attention, which Okamura seems to be good at.

Jana Bobosikova must be jealous of him, Sidlo writes, referring to another presidential candidate and chairwoman of Sovereignty, a small populist party.

He says defence against Okamurism is not easy and there actually seems to be no effective defence against it.

It is clear, however, that Okamura himself has been in full control of his career so far, Sidlo notes.

It is Okamura who chooses the topics and he decides due to which he may be ridiculed. If people believe that they may unmask Okamura in a battle where Okamura himself chooses the weapons, they are mistaken, Sidlo writes.

(AP) ? Thousands flocked to Cairo's central Tahrir square on Tuesday for a protest against Egypt's president in a significant test of whether the opposition can rally the street behind it in a confrontation aimed at forcing the Islamist leader to rescind decrees that granted him near absolute powers.

Waving Egypt's red, white and black flags and chanting slogans against President Mohammed Morsi and his Muslim Brotherhood, the protesters joined several hundreds who have been camping out at the square since Friday demanding the decrees be revoked.

Even as the crowds swelled, clashes erupted nearby between several hundred young protesters throwing stones and police firing tear gas on a street off Tahrir leading to the U.S. Embassy. Clashes have been taking place at the site for several days fueled by anger over police abuses, separately from the crisis over Morsi.

The president's declaration last week of new powers for himself has energized and ? to a degree unified ? the mostly liberal and secular opposition after months of divisions and uncertainty while Islamists from the Muslim Brotherhood and other groups rose to dominate the political landscape.

The turnout for Tuesday's protest call is key to whether the opposition can keep a movement going against Morsi. While the edicts last week sparked the protests, they have also been fueled by anger over what critics see as the Brotherhood's monopolizing of power after its election victories the past year for parliament and the presidency.

"We want to change this whole setting. The Brotherhood hijacked the revolution," said Rafat Magdi, an engineer who was among a crowd of around 2,000 marching from the Cairo district of Shubra to Tahrir to join the rally. "People woke up by his mistakes, and any new elections they will get no votes."

Morsi's decrees, issued Thursday, placed him above any kind of oversight, including that of the courts, until a new constitution is adopted and parliamentary elections are held ? a timeline that stretches to mid-2013.

The opposition says the decrees give Morsi near dictatorial powers by neutralizing the judiciary at a time when he already holds executive and legislative powers. Leading judges have also denounced the measures.

Morsi says the decrees are necessary to protect the "revolution" and the nation's transition to democratic rule. His declaration made all his decisions immune to judicial review and banned the courts from dissolving the upper house of parliament and an assembly writing the new constitution, both of which are dominated by Islamists. The decree also gave Morsi sweeping authority to stop any "threats" to the revolution.

By early afternoon, nearly 20,000 people were at Tahrir, birthplace of the 18-day popular uprising that toppled President Hosni Mubarak's authoritarian regime nearly two years ago. Security was tightened across Cairo, with police checking ID papers and searching cars coming into the center, but there was no sign of protesters being stopped from reaching Tahrir.

A chaotic city of some 18 million people, Cairo's traffic was uncharacteristically light on Tuesday, with many businesses and government offices closing shop early in anticipation of possible unrest.

A new banner in the square proclaimed, "The Brotherhood stole the country" and one protester, Mahmoud Youssef, said: "We are here to bring down the constitutional declaration issued by Morsi." Many chanted the iconic slogans "the people want to bring down the regime."

Several thousand lawyers meanwhile gathered outside their union building in downtown Cairo ahead of their march to Tahrir to join protesters there. "Leave, leave," they chanted, addressing Morsi, who narrowly won elections in June to become the country's first freely elected civilian president.

In the Mediterranean city of Alexandria, some 3,000 anti-Morsi protesters gathered outside the main court at the center of the ancient city.

Morsi's supporters canceled a massive rally they had planned for Tuesday, citing the need to "defuse tension" after a series of clashes between the two camps since the decrees were issued Thursday.

But a Brotherhood spokesman said demonstrations supporting the president could go ahead outside the capital and that supporters would form human chains in some provinces to protect Brotherhood offices. Morsi's supporters say more than a dozen of their offices have been ransacked or set ablaze since Friday. Some 5,000 demonstrated in the southern city of Assiut in support of Morsi's decrees, according to witnesses there.

On Monday, Morsi met with the nation's top judges and tried to win their acceptance of his decrees. But the move was dismissed by many in the opposition and the judiciary as providing no real concessions.

Presidential spokesman Yasser Ali, said Morsi told the judges that he acted within his rights as the nation's sole source of legislation, assuring them that the decrees were temporary and did not in any way infringe on the judiciary. He underlined repeatedly that the president had no plans to change or amend his decrees.

According to a presidential statement late Monday, Morsi told the judges that his decree meant that any decisions he makes on "issues of sovereignty" are immune from judicial review.

The vaguely worded statement did not define those issues, but they were widely interpreted to cover declaration of war, imposition of martial law, breaking diplomatic relations with a foreign nation or dismissing a Cabinet. Morsi's original edict, however, explicitly gives immunity to all his decisions and there was no sign it had been changed.

Monday's presidential statement Monday did not touch on the immunity that Morsi gave the constitutional assembly or the upper chamber of parliament, known as the Shura Council. It also did not affect the edict that the president can take any measures he sees as necessary to stop threats to the revolution, stability or public institutions. Many see that edict as granting Morsi unlimited emergency powers.

The Shura Council does not have lawmaking authorities but, in the absence of the more powerful lower chamber, the People's Assembly, it is the only popularly elected, national body where the Brotherhood and other Islamists have a majority. The People's Assembly was dissolved by a court ruling in June.

Rights lawyers and activists, however, dismissed Morsi's assurances as an attempt to defuse the crisis without offering concrete concessions.

One of the lawyers, Ahmed Ragheb, described the presidential statement and Ali's comments as "playing with words."

"This is not what Egyptians are objecting to and protesting about," he said. "If the president wanted to resolve the crisis, there should be an amendment to his constitutional declaration."

On Tuesday, the influential Judges' Club, a sort of union led by an outspoken Morsi critic, vowed in a statement to escalate its resistance to the decrees. The statement was carried by Egypt's official MENA news agency, which also reported that judges and prosecutors continued their strike for the third day Tuesday, leaving many courtrooms empty across the nation.

DHAKA, Bangladesh (AP) ? Amid the ash, broken glass and melted sewing machines at what is left of the Tazreen Fashions Ltd. factory, there are piles of blue, red and off-white children's shorts bearing Wal-Mart's Faded Glory brand. Shorts from hip-hop star Sean Combs' ENYCE label lay on the floor, along with a hooded Mickey Mouse sweatshirt from Disney.

An Associated Press reporter searching the Bangladesh factory Wednesday found these and other clothes, including sweaters from the French company Teddy Smith and the Scottish company Edinburgh Woollen Mill, among the equipment charred in the fire that killed 112 workers on Saturday. He also found entries in account books indicating that the factory took orders to produce clothes for Disney, Sears and other Western brands.

The fire has elevated awareness of something labor groups, retailers and governments have known for years: Bangladesh's fast-growing garment industry ? second only to China's in exports ? is rife with dangerous workplaces. More than 300 workers there have died in fires since 2006.

Police on Wednesday arrested three factory officials suspected of locking in the workers who died in Saturday's fire, the deadliest in the South Asian country's less than 35-year history of exporting clothing.

Local police chief Habibur Rahman said the three will be questioned amid reports that many workers trying to escape the blaze had been locked inside. He said the owner of the factory was not among those arrested.

The three officials were arrested Wednesday at their homes in Savar, the Dhaka suburb where the factory is located. Rahman did not identify the officials or give their job status.

About 1,400 workers worked at the plant, some 70 percent of them women. Most are from the north, the poorest region of Bangladesh.

Workers who survived the fire say exit doors were locked, and a fire official has said that far fewer people would have died if there had been even one emergency exit. Of the dead, 53 bodies were burned so badly they could not be identified; they were buried anonymously.

The fire started on the ground floor, where a factory worker named Nasima said stacks of yarn and clothes blocked part of the stairway.

Nasima, who uses only one name, and other workers said that when they tried to flee, managers told them to go back to their work stations, but they were ignored.

Dense smoke filled the stairway, making it hard to see, and when the lights went out the workers were left in total darkness. Another worker, Mohammad Rajib, said some people used their cellphones to light their way.

"Everyone was screaming for help," Nasima said. "Total chaos, panic and screaming. Everyone was trying to escape and come out. I was pulling the shirt of a man. I fainted and when I woke up I found myself lying on the road outside the factory.

"I don't know how I survived."

Rajib said the factory conducted a fire drill just three days before the fire broke out, but no one used the fire extinguishers. "Only a selected group of workers are trained to use the extinguishers. Others have no idea how to use them," he said.

The AP reporter who examined the factory Wednesday saw dozens of fire extinguishers with tags indicating they were inspected early this month. Many appeared unused.

Workers expressed support for the factory owner, Delwar Hossain. Rajib said he is "a gentle man" who heeded workers when they protested for more pay and against rough behavior by some managers.

"He took action and fired some of them," he said. "He did not sack any worker. He told us: 'You are my people. If you survive, I will survive.'"

Most the fire's devastation took place on the second and third floors. Sewing and embroidery machines and tables burned to ashes, ceiling fans melted and floor and wall tiles were broken, apparently because of excessive heat. Thick black ash covers everything in the upper floors of the eight-story building.

Much of the clothing on the lower floors was incinerated. Nightgowns, children's shorts, pants, jackets and sweat shirts were strewn about, piled up in some places, boxed in others. Cartons of kids' hooded sweaters, off-white with red and black print, were marked "Disney Pixar."

Among the Disney garments was a gray sweatshirt emblazoned with the image of Lightning McQueen, the star of Pixar's "Cars" movies.

A pair of blue ENYCE shorts was still on a sewing machine.

There were also at least four register books listing buyers including Wal-Mart, Disney, Sears and other companies. Also listed was Li & Fung, a Hong Kong-based buying house that is among the biggest suppliers of garment products from Bangladesh. Li & Fung issued a statement Monday saying it placed orders at the factory for just one company, Kids Headquarters, and that the value of those orders totaled just $111,000.

Prime Minister Sheikh Hasina and Interior Minister Muhiuddin Khan Alamgir have said arson is suspected. Police say they have not ruled out sabotage.

Wal-Mart had received an audit deeming the factory "high risk" last year, said it had decided to stop doing business with Tazreen, but that a supplier subcontracted work to the factory anyway. Wal-Mart said it stopped working with that supplier on Monday.

Calls made to The Walt Disney Company and to Sears Holdings were not immediately returned.

Local TV reports said about 3,000 garment workers held protests over the fire Wednesday, blocking roads and throwing stones at some factories and vehicles. It was the third straight day of demonstrations.

Police used batons to disperse the protesters, but no injuries were immediately reported.

According to local television, most factories in the area closed after opening briefly because of the protests ? a common tactic to avoid violence.

Comic Katt Williams sued over aborted performance

OAKLAND, Calif. (AP) ? Comic Katt Williams is being sued over his onstage meltdown and aborted performance in Oakland.

The San Francisco Chronicle (http://bit.ly/ThjNW6 ) reports it's the second Alameda County lawsuit filed over Williams' bizarre 10 minutes on stage earlier this month at Oakland's Oracle Arena.

The suit filed by 35-year-old Brian Herline, of Modesto, says he and hundreds of fans were disappointed when Williams took off his clothes and challenged people to fight.

Herline is seeking class-action certification in an effort to get ticket money back for all audience members.

A representative for Williams has refused to comment.

The Williams meltdown came two days after he was arrested on charges of attacking an aspiring rapper on his tour bus outside a downtown Oakland hotel. He was later released with no charges filed.

Canadians have had the option to buy a factory-unlocked iPhone for awhile, but liberating Apple's handset after the sale has been officially limited to Rogers and Fido customers. Boxer 'Macho' Camacho dies in Puerto Rico

SAN JUAN, Puerto Rico (AP) ? Former championship boxer Hector "Macho" Camacho died Saturday at the hospital in Puerto Rico where he has been unconscious since he was shot in the face in an attack in his hometown.

Camacho went into cardiac arrest in the pre-dawn hours and he was then taken off life support and died shortly thereafter, said Dr. Ernesto Torres, the director of the Centro Medico trauma center in San Juan.

Camacho's mother, Maria Matias, said Friday night that she had authorized removing him from life support after his three sons had arrived from the U.S. mainland and had a chance to see their father for the last time. They managed to visit him before he died, said former pro boxer Victor "Luvi" Callejas, a longtime friend who has been acting as a family spokesman in recent days.

"The family destroyed," Callejas said outside the hospital.

Doctors had declared Camacho brain dead on Thursday. Matias had said she decided it was time for doctors to disconnect life support over the objections of the boxer's eldest son, Hector Jr., because there was no chance of recovery.

"I lost my son three days ago. He's alive only because of a machine," she said Friday night. "My son is not alive. My son is only alive for the people who love him," she added.

Camacho was shot as he sat in a car with a friend, 49-year-old Adrian Mojica Moreno, who was killed in the attack. Police spokesman Alex Diaz said officers found nine small bags of cocaine in the friend's pocket and a 10th bag open inside the car.

Police reported no arrests and said investigators continued to look for potential witnesses. Capt. Rafael Rosa told reporters they were following several leads, but declined to say whether police had identified any suspects. He said very few witnesses were cooperating.

Hector Camacho Jr. decried the violence that grips Puerto Rico, a U.S. island territory of nearly 4 million people that reported a record 1,117 homicides last year.

"Death, jail, drugs, killings," he said. "That's what the streets are now."

Camacho's sisters have said they would like to fly Camacho's body to New York and bury him there. Camacho grew up mostly in Harlem, earning the nickname the "Harlem Heckler."

He won super lightweight, lightweight and junior welterweight world titles in the 1980s and fought high-profile bouts against Felix Trinidad, Julio Cesar Chavez and Sugar Ray Leonard while compiling a career record of 79-6-3. He knocked out Leonard in 1997, ending the former champ's final comeback attempt.

Camacho battled drug, alcohol and other problems throughout his life. He was sentenced in 2007 to seven years in prison on burglary charges, but a judge eventually suspended all but one year of the sentence and gave Camacho probation. He wound up serving two weeks in jail after violating that probation. A wife also filed domestic abuse complaints against him twice before their divorce.

This weekend brings us the return of the famous Leonid meteor shower, a meteor display that has brought great anticipation and excitement to night sky watchers around the world.

This will be a favorable year to look for the Leonid meteor shower because the moon will be only crescent and will have set in the west long before the constellation Leo begins to rise into the night sky. The Leonids appear to radiate out of Leo (hence their name), and with the moon out of the sky completely, viewing conditions could be perfect for stargazers with clear weather and dark skies.

The Leonid meteors are debris shed into space by the comet Tempel-Tuttle, which swings through the inner solar system at intervals of 33 years. With each visit the comet leaves behind a trail of dust in its wake. Much of the comet?s old dusty trails litter the mid-November part of Earth?s orbit and the Earth glides through this debris zone every year.?

Occasionally, Earth passes directly through an unusually concentrated dust trail, or filament, which can spark a meteor storm resulting in thousands of meteors per hour. That?s what happened in 1999, 2001 and 2002.? Since the Tempel-Tuttle comet passed the sun in 1998, it was in those years immediately following its passage that the Leonids put on their best show.?

But now, the comet and its dense trails of dust have all receded far outside Earth's orbit and back into the outer regions of the solar system. So odds are that there is little, if any chance of any unusual meteor activity. [Photographer Spots Early Leonid Meteors (Video)]

Peak times to see the Leonids

In the 2012 Observer?s Handbook of the Royal Astronomical Society of Canada, meteor experts Margaret Campbell-Brown and Peter Brown, indicate that this year?s peak activity should occur on Saturday morning, Nov. 17, at about 3 a.m. ET (0800 GMT). This is the moment when the Earth will be passing closest to the orbit of the long-departed comet, and when our planet seemingly is most likely to encounter some residual comet material. This time is highly favorable for North Americans, especially those in the eastern United States and eastern Canada. [Top 10 Leonid Meteor Shower Facts]

But while Leonid rates are unpredictable, it is unlikely that more than 10 to 20 meteors per hour may be seen this year.

Other meteor researchers, however, such as Jeremie Vaubaillon of France, and ?Mikhail Maslovof Russia have examined Leonid prospects for this year and also suggest watching for some meteor activity three days later, on Tuesday morning, Nov. 20.?

For example: Sometime around 1 a.m. EST (0600 GMT), the Earth may interact with material that was shed by comet Tempel-Tuttle back in the year 1400. But at best, only about 15 to20 Leonids per hour may be seen.?

Dubai plans massive tourism and retail project

DUBAI, Nov. 24, 2012 (Reuters) ? Dubai announced plans for a huge tourism and retail development including the largest shopping mall in the world, a fresh sign that the glitzy emirate has recovered its commercial ambitions after a crippling corporate debt crisis three years ago.

The development, on the outskirts of Dubai's current downtown area, will include a park 30 percent bigger than Hyde Park in London, said Dubai's ruler Sheikh Mohammed bin Rashid al-Maktoum, also prime minister of the United Arab Emirates.

A retail complex named the "Mall of the World" will be able to host 80 million visitors a year and include over 100 hotel facilities, Sheikh Mohammed said in a statement on Saturday.

A family entertainment centre linked to the mall, developed with Hollywood's Universal Studios, a unit of Comcast Corp , would be designed for 6 million visitors each year.

The development, named "Mohammed Bin Rashid City", would also include a district of art galleries and an area where entrepreneurs could develop businesses.

Sheikh Mohammed did not say how much the development would cost or when it would be finished, but his description indicated investment would total many billions of dollars. It would be built by Dubai Holding , a conglomerate owned by him, and Dubai's leading real estate firm Emaar Properties .

"The current facilities available in Dubai need to be scaled up in line with the future ambitions for the city," Sheikh Mohammed said, adding that Dubai aimed to become a business and cultural capital for 2 billion people in surrounding regions.

Such ambitions would have seemed ludicrous three years ago, when a crash of Dubai's inflated real estate market triggered a corporate debt crisis that forced state-owned conglomerate Dubai World into a $25 billion debt restructuring. Some of Dubai Holding's own units restructured their debt.

Property prices plunged over 50 percent from their peaks and neighbouring Abu Dhabi, which has most of the UAE's oil wealth, came to Dubai's rescue with a bailout worth over $10 billion.

But Dubai, home to the world's tallest building, an archipelago of man-made islands and an indoor ski slope in one of its shopping malls, has staged a dramatic recovery this year, partly because of a tourism boom.

Tourist arrivals grew 10 percent and hotel revenue 19 percent in the first half of 2012. Some state-linked companies have made progress working through their debt loads, while property prices have started to rebound in some areas.

Arab Spring uprisings in the Middle East, including Syria's civil war, appear to have helped Dubai, which has attracted funds seeking a politically and economically stable haven.

Several extravagant real estate projects, shelved during the debt crisis, have been revived in the last few months, including a $1 billion replica of India's Taj Mahal that would include a 300-room hotel, and a canal to the city's business district.

Passenger traffic at Dubai International Airport will exceed 50 million people this year and the airport is being expanded. Sheikh Mohammed said traffic would top 90 million in six years and Dubai's development should revolve around this prospect.

"Our development initiatives concerning infrastructure in all sectors should be aligned with this growth rate and we have the determination to reach our objectives and be the first in the region to achieve them," he said.

Sheikh Mohammed did not say how the latest development plan would be financed. Although yields on bonds issued by Dubai firms have plunged this year, showing a return of investor confidence, some bankers are concerned that Dubai is merely pushing many debt maturities into the future without selling assets and taking other difficult steps to cut the debt load.

Standard Chartered said in a research note this month that while the recovery of key areas of its economy would help Dubai, its entities would face nearly $50 billion of liabilities maturing between 2014 and 2016, and there had been "little progress on the deleveraging front".
